Having Framerate Issues with GTA 5 on my GTX 1070.

Hi,
Back in November I built a decent rig with an i5 -6500 and a GTX 1070 FE. I was playing GTA 5 and was receiving a smooth 70+ FPS with it never dropping beow 50. THis was with me doing crazy stuff with mods installed. But of late I have been having frame drops where the FPS drops from 70 to 40 sometime even 28 FPS when Im in the city. I have never experienced this.. How do I resolve it. Its driving me nuts.

i5 6500
GTX 1070 Founders Edition
Gigabyte B150 Ultra Durable
Corsair VS450
Kingston HyperX 8GB DDR4.

No. What programs would you recommend ?

Msi Afterburner usually, since it can log temps and stuff, has on-screen display, can show temps ingame too.
