Having huge fps lag even when my PC should be performing better

fps always very unstable jumping from 2- 20 frames

You have a driver problem , or you have a program using RAM and not releasing it .

Check your RAM usage . If its fine then uninstall the graphics driver and download a fresh copy from nvidia

that isn't right at all! I have basically the same as you apart from graphics, just having firefox open I am at 20-30 and am just about to try steam so will let you know, go through your control panel and find anything that doesn't look right and get rid of it, you may have some malware, adware, malious software on there and if you do uninstall it but don't just click through read everything or you will have lots more software that you don't want possibly you may want to do a clean install of windows?

What is causing you to have 50% cpu usage when you are not running steam?
Try turning off programs that are using pu resources before you start gaming .

With only my browser open I get 5- 20% CPU usage and 3.00 GB of memory

Then close the browser
and check what programs are using RAM
Use msconfig to stop programs launching when you start windows

I did what you said but nothing was sucking up RAM
