having internet problems

to be short and sweet i live in WV and im having internet problems (quite normal sadly) ran a software called ping plotter and it showed that my latency started getting awful at the second hop which i assumed was the frontier station off of my hill but it tracing the ip it shows it goes to oregon?? am i misunderstanding how this works or no i can provide a screenshot if needed
