having issues with win 10

i recently upgraded to windows 10 from windows 7 .. most thinks are ok except for a few dfisturbing things ..
1) i cant transfer my pictures from my camera or memory card either directly
to a folder or through picasa 3 .. with windows 7 i had no issues .. the vibe im getting from the errors are something related to permissions that i dont have enough of .. however i am the sole user and administrator of my pc so i dont get that part
issue 2)it seems like even though i am administrator windows 10 thinks its the kgb and cia all in 1
i cant do squat without running anything as admin well i am admin

still not sure why it wont let my photos transfer

Turn off UAC and use the Take Ownership app to override any permissions issues you have. Also make sure your memory card doesnt have a physical switch on it for locking it.

the memory card didnt have the lock on and ive been useing that card for a while how do i turn off uac? in windows 10 everything important has been hidden in this operating system that app you mention is it in the app store?
