Having PC problems please help

My computer turns on and off repeats 3 times then stays on but I'm not getting display could this be a power supply problem the only other things I haven't checked are cpu and motherboard

And by on I mean all fans are spinning and lights are on

You really should give hardware specs with a question like this,make sure psu is mentioned as well=maker+model.
