I have no idea what cable that is for. Where does it go to? It looks like maybe its a fan plug, can we see the end of it (like where it plugs in). Where do you get "F67" from?

Are all your case fans plugged into the board?

EDIT: just looked through the manual that cable is not shown, maybe it goes directly to one or more of the fans? It doesn't look like any cable that would go to the PSU or motherboard. That case's fans work off a fan controller which needs to be plugged into the PSU with a 4 pin flat molex connector.

F67 cable? I think you have the name of it wrong, how about a picture? Also the case manual should show you this.

As for it not powering on, the motherboard likely has a short, did you install all the standoffs into the case and then make sure to screw the motherboard to all of them?

If they tested those things and they were not in the case then my answer is your issue, something is likely shorting it in the case, either a standoff that is not screwed in (and touching the board somewhere, maybe even where there is no screw hole) or possibly you have your case buttons connected wrong.

Your PSU I am pretty sure is perfectly fine, you can test your board outside the case to be sure.
