Having problems with modem!

Well this is not really a problem sorry! tho this is a stupid question i use xfinity brand for modem When i ran the internet speed test it says 14 Mbps and when i download something i get around 1-3 Mbps when downloading a file what is wrong with this? it says 14 but im only getting around 1-3 Mbps.
