having problems with newly installed windows 7 home premium 64x (display issues)

so i have been a win 7 users for some years and i tried win 10, i didn't like it and i did a clean install of win 7 home premium and when i opened up the display was choppy and laggy, you know it was normal as i didnt install my gpu drivers yet (nvidia geforce 210) but after installing the drivers, the choppyness, broken trails of moving windows fast, and tabs opening weirdly have still sticked around even after the driver update,

i have an hp pavilion p6-2205ev and this is what ive tried so far to fix it,

1) replace the display driver with old drivers
2) manually look for all the systems drivers thinking they might be causing a problem (lan driver,audio etc) (Motherboard: Pegatron 2acf)
3) use driver booster 4 hoping it would fix it
4) use display driver uninstaller to install clean drivers again
5) let windows install every single update on my pc (important and recommended)
6) tried installing drivers via nvidia geforce
and a bunch more things that don't come to mind right now

Below i will have some screenshots to see how the problem exactly looks

Additional description i could give of the issue that i cant screenshot:
moving desktop icons is very choppy
opening and closing a tab is like moving a linebox up and down the screen, everything looks
the sounds are some times desynchronized

This thing is getting frustrating and i think ill have to change os again, thank you all for taking your time and try to help

did you check the monitor max resolution it could handle from the one gpu give out if they are similar and same for refresh rates .

i tried using their method of troubleshooting by checking for errors but nothing came up, i also tried installing like a unified nvidia driver from there for my model but it didnt complete. anything else i can try?

i tried everything they told me in the hp forums, older drivers, clean install of drivers, drivers via windows update, hp support assistant, now the thing is ive done hardware change so i cant use a recovery kit for this pc as its not meant for the changes ive done,

now ive narrowed it down to an OS related issue as enabling windows aero decreases the screen tearing, it gets more noticable if you set the theme to basic and even worse if you disable the visual effects for better performance, now that didnt happen when i was using thr win 7 version that came with my pc nor is there screen tearing if you turn down the visual effects on 10, it feels like it is just an OS related tweak that i cant seem to find, you might say "just get win 10 again" but win 7 is better for the old games i play my low end pc

as i said the gpu is not the problem and ive played around with resolutions and refresh rates, the problem seems to be windows aero theme related, even with aero enabled i still get some screen tearing on fast paced games
