Solution
Ok, so what we can try to do is disable/enable windows update from Services.msc

Start > Run > Services.msc > Right click Windows update > Disable > Apply

Go to Start Menu > Run > Type %Windir%

Find the Folder "SoftwareDistribution" and rename it to "SDold"

Back to Start > Run > Services.msc > Right click Windows update > Automatic (Delayed Start) > Apply

Then redownload from the same link i posted

Found this from someone who had the same issue.

Open Windows Command Prompt as Admin.

Copy and paste this command into CMD Prompt

Code:
for /F %D in ('dir %WINDIR%\assembly %WINDIR%\Microsoft.NET\assembly /s /b /a:d') do takeown /F %D && icacls %D /reset /T
XML:

Then run the standalone installer again.
