Having speed issues with my RAM on a b350 motherboard

I have an Asrock B350m motherboard with a Ryzen 1600 @ 3.8ghz and 1.32v with 16GB of Corsair Vengeance LPX that are supposed to run at 3000mhz. It was automatically set to 2133mhz so I put on the XMP profile that is supposed to work and all that happens is my computer will start the lights and fans, then it will turn off, start up, and cycle like that so I am forced to run it at the slowest speed, this has been going on for a year now but since I bought new sticks and tried it I decided to finally try to actually fix the issue because I want the most out of the money I spent.

Full system specs are as follows

CPU: Ryzen 1600 @ 3.8ghz 1.32v
RAM: 16GB of Corsair Vengeance LPX @ 2133mhz
GPU: 8GB Geforce GTX 1070 with no overclock
MB: Asrock B350m
PSU: I believe its a EVGA 500w Bronze, have not touched it in awhile and I cannot look at it through my case

OK, I will use a different route. There are tons of YouTube videos available on various aspects of computing.

Here are two videos about setting up the memory in the BIOS. There is the easy route (XMP) and the manual route. For "XMP" , you basically enable XMP (or the AMD version) and the select from the memory profiles provided. That usually amounts to selecting the memory frequency that was labeled on the RAM.

The other option is doing it manually. I thought that a video on this wouldn't be that hard to find. I was wrong. Just when I thought I found a video, they would end up using XMP. So he video below is the best out of a dozen I looked at . The first 5minutes is pretty dry.

I now see that my memory set isnt supported but is there not some way to change the settings to increase it above 2133, even if its not 3000?
 

Yes, consult your motherboard manual. You can manually set memory timing and the voltage in the BIOS to set the frequency. You may be able to use the AMD version of XMP (but it may only offer the labeled frequency).
