Having terrible PC perfomance with a 1080ti/ i7 8700k

Im at a loss. I have a very high end pc that barely runs at 30fps on several benchmarks. I tried everything and nothing works. Here are the specs and the userbenchmark

UserBenchmarks: Game 105%, Desk 124%, Work 102%
CPU: Intel Core i7-8700K - 104%
GPU: Nvidia GTX 1080-Ti - 101.7%
SSD: Samsung 960 Evo NVMe PCIe M.2 500GB - 222.1%
RAM: Corsair Vengeance RGB DDR4 3000 C15 2x8GB - 83.6%
MBD: Asus ROG STRIX Z370-E GAMING

I uninstalled and reinstalled drivers/windows tried different slots on my MB everything and I still can run a simple game at over 30fps

I also ran 3dMark http://www.3dmark.com/fsst/783362

I don't think it's a Mobo issue . Try removing all the components,even unplug all the PSU cables from Mobo and gpu and reassemble everything. Do a bios reset in your Mobo and reinstall the windows and just install the Nvidia driver and play any games and see

Yeah I recently put the pc together. All the parts are new, even returned my original GPU for another one and still getting the same performance. as for the temps I ran a 3Dmark Firestrike extreme stress test and got these results

Fps sat at an avg 15.4

GPU temps were 55C and CPU were at 36C

GPU was running at 100% load the entire test

CPU was running at ~4400MHz the entire test

GPU was running at 1377MHz the entire test
