having to start twice

I recently changed my several mobos to new type of case.All works well except one which now when I turn on the power button, the harddisk led is red at full and there is nothing on the screen. I have to turn off and turn on power button again, meaning it only boot after twice turn on power button.

I have tried to clear CMOS but it still does not help.What was wrong. Thanks
 
I have the same chipset on an ecs board, and it shutdown 3 times on me yesterday. I fixed it by reseating all connections, including the atx and 12v 4 pin. I thought it was a heat issue with the power supply, but it may have been shorting somewhere on the power switch and led switch leads. I have one open wire that I had to modify to get the power led to work. I also used the cmos jumper several times, and let it sit awhile. I tried a different power supply, and it displayed classic symtoms of a dead board. But I brought it back to life. Try also disconnecting the hardrive and cdrom cables, and see if it posts consistently.
