Having trouble after the install of my r9 280

Brand new build and all parts are new. I was able to go through the itegrated graphics and install windows 8.1 then download the neccessary driver for my gpu (r9 280). I then disabled the onboard graphics. After I reboot I go through the bios and set the graphics to "PEG". Now for the problem:

When I plug in my graphics card it will show me the bios screen, go to the windows loading screen, but will then go to a black screen and just sit there. I'm not sure what to do next.

I know this isn't going to be of much help at the moment but I'm at work so I can't research/ go into detail.

I basically had the same issue last year with my 6670 (well it sounds like the same issue). Only occurs with Windows 8/8.1 and it's something to do with the way the drivers are installed. Took me a good few hours to get it working but there are guides on how to get this working. Sorry I couldn't be of more help but don't return your card or anything over this.
