Having Trouble overclocking my q6600. WIndows does not display overlock.

I decided to play around with my overclock,. My computer is on windows 10. I run a q6600, on a ga-p35c-ds3r cooled by a 212 evo. I also have some cheap, 800mhz, amazon ram. I start by overclocking to 3.10 ghz by using the 8x multiplication, and roughly 390 cpu host Whenever I boot into windows, and open up task manager performance, I see that my maximum speed is 2.67ghz. I have tried a variety of different voltages, and haven't had any luck. If I change the multiplier to x9 from x8, the max goes up to 3.00ghz. I should also mention, that if I go into fail safe defaults things change, but I don't do that because it sets speed super low, at 2.13 ghz. I have pictures of my bios settings, and feel free to critique how I do my overclock, because I am new to overclocking on old bioses.

I'm not at my computer right now, but I'm pretty sure that CPU-z shows the same ratings.
