Having Trouble streaming videos with 11mbs?

Having trouble streaming with 11mbs and 1mbs upload from AT&T. I just got the service 1 week ago and loading Youtube videos arent a probelm. but sometimes it droppes from 720p to 180p. and When trying to stream shows from Netfilx and Hulu. It will last about 10 minutes in and it start to lag, the audio will fall behind and the video will lagg a bit. But it has yet to stop and actually buffer my video like it normally would if you had slow internet. Im confused on why this is happening. I have a nice fast laptop and use Google Chrome. Not sure what the problem is. I considered dropping AT&T but im not sure its their fault because Speedtest.com says i am Getting my 11mbs and 1mbs upload i am paying for.
 
I suppose one possibility is that the ISP is throttling back ppl who download large amounts of data over a long period of time. It's one technique they use to allow more users per pipe. And they get around it legally in the terms of service by claiming they only guarantee "up to x speed". That’s why tools like SpeedTest.net don’t tell the whole story. That’s just a snapshot in time, and one the ISP *could* detect you’re using and artificially BOOST your speed for that short period.

Yeah, I don’t trust ISPs, at all.
