Question HD 6670 dead?

So I have a Dell Inspiron 620 with a pre-installed Radeon HD 6670. I boot up my computer when suddenly the gpu fan is at full speed and the monitor is receiving no signal.

I switch the vga cable to the mobo port and the gpu isn't detected. so my first option was to re-install the driver from amd and see if that would fix it, usually this method works but this time it didnt, the setup completes without installing the drivers. im assuming the setup failed the first time but somehow that wasn't the case. My thoughts were that the gpu probably isn't seated correctly so i reseat the gpu but to no avail, the pc still doesnt detect the gpu.

Everytime i boot up the pc the gpu fan is instantly at full speed. ive used ddu to uninstall the gpu [driver] and reinstall again but still no chance. even tried to reseat the cmos battery for the bios and the same issue is still occuring.
im starting to think my gpu is dead but the same thing has happened once over a year ago and i somehow managed to fix it.
can anyone help?
 
The system is from 2013. I got this computer about 3 years ago in good condition, everything was working. Only now I have had this issue. The GPU came in with the system preinstalled as this model I have supports the graphics card. There could still hope because I ran into this issue a long while ago where I had the same problem and managed to fix it in about 20 minutes, now its 1 week later and I havent gotten anywhere.
