Alright, this seems to fix the problem:

There must be a problem with Skyrim's Antrisopic Filtering and Anti-Aliasing settings. Because if you do it manually with your Catalyst (override it), then it works at 50fps maxed out settings. No lag at all!

Just make sure you turn off Antrisopic and Anti-Aliasing in the skyrim menu. And run these manually in your catalyst.

I know someone else had a similar thread. But most of the focus seems to be on there being problems with cross fire configurations. Well, I'm just using one 2gb HD 6950, and am having severe lag (low FPS) while playing Skyrim.
Here is what's weird. Skyrim auto detects that I can play at the Ultra settings. But when I get in the game, it's unplayable. I can max out Battlefield 3, and I have no issues playing that. Smooth as can be.
Is this probably just a driver thing, since the game barely just came out? I've tried fixing this issue using the V-Sync solution. But it does nothing. My brother actually has the exact same rig as me, except he's using a 1gb video card (the old card I had until this morning, when I installed my new 6950) - and his game plays Ultra settings without all the lag.
So something is wrong here.
