So today I bought a Codegen PSU (this one http://www.upload.ee/image/3687302/IMAG0139.jpg)
which has 600W. My question to you is if it would run an i3-2120 @3.3GHz (2 cores, 4 threads), 4GB of DDR3 RAM, an HD7790 and two HDDs. Can't try it out right now as I don't have the 7790 yet.
I'm on a super tight budget, but suggestions are still welcome.
Thanks.

Your CPU has tdp of 55watts and hd 7790 has a tdp of 85watts. on the other hand that psu brand you have is kind of a risk. Go buy a 80+ certified psu wit at least 450 watts.

its a bad psu but its enough to power your 7790...modern hardwares are equipped with anti-surge so don't worry about that psu blowing your system...

Maybe when doing light work on that but when you game keep in mind that the system under full load draw much more power and if that psu is not enough you could get a lot of errors on your system. Not to scare you but if you see slowdowns on your pc or bsod stop there and go buy a better psu.

I only have a monitor of 1280x1024 so it shouldn't have such a huge load. According to pcpartpicker.com my total wattage should be about 250W. I'm very sorry, but I don't really understand how the card can take up 400W.

Don't...
