Hi, guys! I'm looking to buy a used gpu and since I'm on tight budget, these two card are the best I can get!
It seems that gtx 560 ti is somehow faster than 7790 but it's older.
My question is which card would perform better at the newer games?

Solution
At launch, the 7790 was a little slower than the 560 Ti. But AMD's 7000 series cards have had some performance improvements via drivers since then. It's probably on par for DX11 games.

But then there's DX12 and Vulkan to improve performance for the 7790 in some games.

Along with the lower power consumption, the 7790 is the better choice.

either card you will still be in low 1080p at"newer games" and judging by your budget you probably have a old cpu. so asking if either of these are any good for AAA games in 2017. answer is no. can you play them? yes....will it look good? no.

Yes I do have an old cpu Q9650 clocked @4275GHz I think it can beat i3-6300 especially at multi-threaded games.
As for the GPU, XBOX one is using a modified 7790 so with that budget rig I believe I can have a moderately good experience.
Check this out "youtu.be/k83g-7dq6am" notice that he's got a Q9400 @ stock speed paired with the 7790
