Hey! Should I get the asus 7870 dc2 or should I get the gigabyte 7870 oc? Thank you for your opinion.

Look for a 7870 tahiti le, since it's better than the standard 7870, it has more shaders and the tahiti gpu, you can find some at about the price of those.
There's the Sapphire 7870 XT, PowerColor 7870 MYST. Edition.

The store near me does not have the tahiti pcs so if I were to back order it, it would take 3 weeks. Should I pay an extra $30 to get the gigabyte 7950 windforce?

Well, if you can afford the 7950, it's worth, though, the 7870 tahiti le has a better value.
