Solution
It is called a BIOS switch. basically it is a secondary BIOS(firmware controller of the card) that allows you to switch between 2 preset speeds on the card. On is usually a faster OCd BIOS while the other is stock.

Another use is a backup or recovery switch that allows a backup BIOS in case the first is damage or the OC you have applied causes windows to not boot.
