HD 7950 will run on a 460w xps 8300 stock?

Been doing the research. Fairly new to all of this, but always been wanting to learn more.

So my question to you fine folks is this,

Will the Sapphire HD 7950 run on my Stock XPS 8300's 460w PSU?

I've heard a lot of yes and no's but no real definitive answer.

The GPU I am looking to purchase is this:

Mainly because it's cheap and I can buy a 1yr warranty for $20 should the worst occur.

I have loved my XPS ever since I laid eyes on it. It definitely has gaming potential and as stock it served me well up until about 3 years ago.

So basically I am looking to get the biggest bang for my buck ($250 max).
I love this Computer and I want to bring the XPS 8300 to its full stock potential.

I realize I may be a little... overzealous. So in the event that I am up my own ass,
what would be the next best thing for my computer?
Also any advice, tips, or knowledge would be greatly appreciated!!!
Wouldn't mind knowing the best online spots for buying budget computer hardware, either... besides this one <.<

Whilst 460w may be enough for an HD 7940 (Sapphire recommends 500w but that's typically just to cover themselves) there's more to judging a PSU than just going by it's wattage alone. The stock PSU on a Dell PC isn't going to be a brand that we recommend, which is Seasonic, Antec & Corsair for example. They are all reliable and quality brands.

You need to bear in mind that if the PSU fails it can blow your shiny new GPU as well.

Oooh... Yes, I want to stay as far away from total failure as possible.

So you said you recommend Seasonic, Antec or Corsair for my PSU needs?
I notice on some sites, hardware has a very large pricing gap. Where one card will be $150, another will be $400. But as far as I can tell, they do the same thing. As far as I can tell. Maybe there are subtle differences in materials used and quality.

Getting off track here.
So then, maybe I should steer more towards the HD 7850. Still loads of power, more than enough to run pretty much any game I want.
But then again there is this odd pricing that I don't understand.
