HD 7970 AA and AF Not Performing Well Even with Older games

I just got the 7970 GHz edition, and I'm having problems running a lot of games at the level the 7970 claims to run. For example: Just cause 2, according to this site, says I should get about 70FPS at maximum settings at 1920x1200. However, I ran one of the in-game benchmarks at max settings at 1080p, and got... 20FPS.

Going on similar problems I've had with other games, I turned down the AA and AF to 2, and my FPS skyrocketed! This problem seems to have an odd duality, where it's either there or it's not. Some games run perfectly fine with max AA/AF (Skyrim with 80+ mods,) but some cringe at the thought of edge-smoothing (JC2, Crysis 2, and even freakin' Kerbal Space Program!) and tank the FPS to half or a third what it should be when I enable AA/AF above 2x or so.

What's up with my card and how can I fix it?

My specs include an i7-3820 CPU and 16GB of RAM (and the card is in a PCI-3 slot.)

Done and done. uninstalled CCC and driver, deleted C:\AMD folder, ran CCleaner file cleaner and registry cleaner, and installed the latest CCC package (restarting after every step.) Didn't help. It didn't even fix another problem I'm having (that's much less important: the driver crashes after about a minute if I overclock, either CCC or Afterburner) that seems like it would without a doubt be an issue with a badly installed driver.

what else can I try?

*Edit: I was able to fix my problem with JC2 by overriding the in-game AA/AF settings with the ones in CCC. I like that this fixes the problem, and it might do so for the other games, but I'm wondering why this simple fix causes a 40+ FPS difference.
 


Do a clean install in safe mode, that might help
