HD Radeon 7870 one fan not working. Video display issues?

So, I attempted to boot up my computer this morning to be welcomed with this screen

After seeing this, I immediately opened up my rig and detached the graphics card. I cleaned the fans out for the most part, plugged it back in and tried booting up again. I glanced down at the fan and noticed that one of the two was at a stand still.

So now I'm thinking that the video card has faulted out on me. After I turned the computer on for the second time, I was greeted with this screen.

Any ideas of what the problem may be? I'm still under warranty, so I can return it for a new one if I must. It'd be easier to just find a fix for it, though. Thanks everyone.

dont even look for a fix.this is precisely what warranties are for.

Most likely the GPU has been damaged by excessive heat due to failure of one of it's fans. Returning it is the only way to go with this, for even if the fan could be brought back to life (and for how long is anyone's guess) you can't fix GPU damage which I'm pretty sure has occurred.

This could easily be the issue. I have been turning my fan speed up lately to play Skyrim (w/ mods), so the heat probably got to it. Just wanted to see what the problem was before sending it in - didn't want to be in the dark about its issue. Thanks!

It could be your MONITOR as well, you should try a different monitor. Or a different graphics card if possible.

The LEFT SIDE of my monitor looked like yours (Dell U2711) and it was defective not my graphics card. I'm not saying that it isn't your card, just that you should test further if possible.

I don't think the monitor is the problem, as it works for everything else (Wii U, Television). I just received my replacement card and it is faulty as well. Either that, or something else in my computer is defective.
