I just purchased a MSI AMD RADEON 3GB GDDR5 Overclocked Edition video card. I have a 550W PSU with 30A on the +12V Rail. Is this sufficient for this card? I have an overclocked i7 870 @ 3.5Ghz and 4 SATA HDD plugged in currently. The motherboard as 3 PCIe slots, 1- x16 and 2 x8. slots, all PCI Express 2.0

...550W is the minimum needed for that card. But That is a bit to close for my liking. The 250W HD 7970 will draw 21A maxed out, more if OC'ed. Since you are also OC'ing the 95W CPU, it is going to be using more than 95W and the system will be running the 550W PSU above its 80% efficiency level. And not knowing the make/model of the PSU, I'd have to say run that card at your own risk.
