Is this pricessor can play Hd videos with some game;
Intel Core 2 Duo E4600 2.4 GHz 2M L2 cache 800MHz FSB LGA775 Dual-Core Processor

It lacks integrated graphics so by itself no it cannot. With even a modest gpu ($50 to $300), it should easily play HD videos and the more you spend on the gpu the more games it will be able to play. Unfortunately this processor is no longer considered to be very strong so if you spend too much on a gpu it may be held back by this cpu. I would focus on spending less and allowing yourself to play HD videos and not really get too excited about high end games. If you put a ceiling budget of about $150 and get something like a GTX 750 Ti you should be able to both watch HD and game ok. Again, don't expect to play the most graphically intensive titles without some bottlenecking by this processor but again, with the right gpu you can play...

Also, if you do get a gpu the make sure your power supply is strong enough to handle it and update all drivers, bios etc whatever is needed to ensure a smoother experience.

The CPU itself doesn't have a integrated gpu, those came on the motherboard, so it depends on what motherboard you have. The most common video chipsets were the intel 3100 and 4500, both of them should be able to play hd videos. For gaming, you'll maybe run games that came before 2007.
