HD4650 on 250 watt supply

I have a

HP DX225
Amd Athlon 64 x2 4800+
DVD drive
1 Sata Drive
250 watt power supply

I want to get a cheap graphics card, the HD4650. Would it be able to run on this power supply?

I'm getting it because it's quite decent and cheap. My PC is using a athlon 64 x2 processor which uses 65 watts and one hard drive. Nothing else.
It's 14 amps on a 12 volt rail, here's a picture
