HD6950 is better, but it will probably run louder and hotter.

i have totalwar rome2, farcry3,prototype,skyrim,assasinscreed 3, but i dont play much because my gpu is to weak(hd4670 512mb)
does all GPU turns hot even not in full stress?
can 6950 play those games on mid-high settings?

HD6950 should play on high-max settings in those games. But I'm not sure about that CPU. It will probably bottleneck your GPU a little bit.

The i3 540 can overclock like crazy if you have a good cooler. I have one in a secondary pc and 4Ghz is easy with a half decent cooler.
