hd6970 overclocking 1000+ core temps fine but it wont

How do I unlock the 1100 core for hd6970 I tried but it barely gets 1000 . My temps are barely 50c .
but when I go above 1010 I start having game crashing . Ive done it all changed the power to 7 percent and higher but still crashings . Temps on core are very low and vrm is even lower than core .50c for core and vrm is 40c no matter the core speed.

Did you increase the voltage with the clock speed?

yes I turn up the power limits on it to 15 percent

Power limits or voltage....look for a setting called vcore in UEFI BIOS

I increased it in catalyst after I installed the msi afterburner where it unlocks overclocking features to allow u to oc above 1000 mhz bassically. I have good temps but when I raise voltage and clock in catalyst its not able to do it stable without flickering game crash or flicker then a white and black bar screen on other clocks other than 1035 i crash into desktop but other speeds about 1ghz it crashes to where I have to cut power and reboot .
