HD7770 not work

the card hd7770 is new..but not work..

psu: Antec Neo Eco 450C 450W
mobo: Packard bell BV Cuba MS-7301

it sounds 1 long 2shorts when boot....monitor have no display. but it well run system cus there are start-up sound

is that any other way besides change mobo..

Take the 7770 back out,if it works, PSU not powerful enough.
