The fps of Crossfire na is only 130-140, its low.. why?

The driver of video card is up to date.

yeah, I realize that. But is there any method to boost fps without large cost? like change another motherboard or cpu?

this is a bit old game, I was using my friend's pc with i7 and another motherboard, and 7850, the fps is pretty good with stable 210+

When I was using 9400 gt + E7440, the fps was 120-130.
 
Could be CPU-heavy and that's just what you get. Like Sunius said, it really isn't an issue since it's well above the monitor's refresh rate. If worried that it's not behaving as it should, check Tom's benches for a GPU-heavy game and compare with your friend's i7 system.

nah, I did closed everthing before I played this game, and I made the peformance max in video card setting.

I heard some game with fps around 0-30, but this game is always around 0-250

Sounds like this game or your system is CPU limited...

Seeing as you are getting the same FPS going from a weaker GPU and a stronger CPU (Xeon E7440 2.4GHz quad core server processor) to a better GPU and a weaker CPU (i3-3220 3.3GHz dual core processor).
