Question HDD at 100% usage

I have reinstalled windows 10, re-reinstalled windows 10 and tried every available solution goggle could throw at me. But nothing worked.
Next I Installed this HDD to another system and it worked perfectly fine, and when I installed an another HDD to the said system then too I am getting 100% disk usage.

So I have come to the conclusion that both the OS and HDD are not the culprit.

Beyond this I don't know what to do, what other causes could there be for this problem ?

Btw, when system is ideal the disk usage drops to 0%-10%

CPU: i5 3570k
RAM: Ripjaws-x 32gig
Mobo: MSI Z77A-G45
HDD: Western Digital 1TB

try different SATA port on mainboard (some might be thru an accessory controller, vice thru ports native to chipset), and different SATA data cable?

Borrow an SSD...?

Failing that, perhaps your MB has issues...

(I'd also drop down to 16 GB of RAM, just to rule out any potential RAM timing sensitivity/glitches)
