Hdd causing reboot cycle

Hdd is making my pc go in constant boot, reboot cycle. Pretty sure it has bad sectors, I have a dual enclosure and another new hdd. How can I transfer what I need to get the new one running?

You can try to clone it but it may fail because of bad sectors, it just depends on how damaged it is and what files are damaged.
