HDD Disk Buffer: What does it exactly?

Hi,

I've been looking at HDD specs and I'm still not sure about the disk buffer. Like for example, what exactly does and how works a disk buffer of 64MB?

its a bit long winded. but its basically a buffer between the computer and the disk platter to help both communicate at best speed.
