HDD disk usage 100% at low mb/s

Hi, I replaced my old HDD with a new one, the Seagate Barracuda 2TB 7200rpm. I cloned my system using EaseUS. I have my task manager open at all times and disk usage is 100% at only 6mb/s. What do you guys think is the problem? Is the disk faulty or should I reinstall windows? I really hope it's not faulty because I really dont have time for this right now. I have already disabled Windows Search.

Windows does that sometimes, sits at 100% while the usage is low, if your hdd goes up to high speeds you have nothing to worry about.

The thing that makes me worried is that my old HDD was very old and slow, and after replacing it nothing has really changed. Everything still kinda laggy.
