Whenever I try to use my HDD for example to download games on through steam the download speed goes unstable and up and down to 0 kb/s, though mainly on 0 and the disk usage gets 100%. It seems like it is able to download but not able to write it even remotely fast enough. I used to have a 1TB installed so I tried to use that one after cloning the HDD back onto it but with the same result. Programs still work on it but starting them up is extremely slowly and Steam often gets stuck, which is solved now I installed it on my SSD which shows no issues.
I have tested the HDD on both my laptop and my server through Linux and got the following results:
