HDD files still going to SSD

I went into settings and changed everything from transferring to the SSD to the HDD, however everything still automatically gets saved onto the SSD. Went into device management and selected the HDD as primary. What do i do it still doesnt work

What's that "everything" ? That second solution does nothing for that problem.

Please describe exactly what you've tried, and how you've determined that files are still going to the SSD.
