Question HDD in Bios but not in disk management

Hey guys I know this has been asked several times throughout this forum, but I have been working on this for a few hours doing countless you tube videos and even following some previous solutions from this forum.

Let me give some context. I am visiting from out of state and I decided to take a look at my little brothers computer. He had complained that he was unable to access his HDD. So I did some searching. Well his HDD is found in bios, it runs, i have tried several other SATA ports and countless forums and videos to no luck of being able to access this HDD so he can use it. I am seeking some guidance. Neither he or I are very knowledgeable in computer hardware so I have been learning along the way. Any help is appreciated. I attached a few screenshots to possibly help guide towards a solution. These are the places where his HDD are found and not found

Might want to share your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: 1903?

Are you on the latest BIOS for your motherboard? Might also want to share the age of the PSU. Possible that the HDD isn't getting necessary power when it's spooling up.

PSU: Corsair CX550m (4 months old)
Chassis: NZXT H500i
OS: Windows 10 64bit home running at 1903
