HDD not allocating correct amount of storage

Just recently got a new 2TB HDD. The HDD is only showing as around 230GB of space, even when I try partitioning it. I have tried extending and deleting the whole partition and create a new one, but I can still never get more than this.

The disk in question is Disk 0 or new Volume E

From your screenshot, that Disk 0 looks to be a physical 250GB drive.
Where did you buy it?

Additionally, what is the specific model number, as reported by Speccy or similar...not what is printed on the HDD case.

Was this a used drive?
Store return\open box item?

I would take it back to the store.
