HDD not spinning up when pc is turned on

Hi all. I plugged my pc in this morning and heard a crackling inside it for a second, then i turned it on and it worked fine. Then, while playing a game, my headset stopped working and the lights on it changed to what they are when the pc is booting. I went to restart and for some reason, the HDD didnt spin up the disks for over 3 minutes and there was no video output until they were spinning. After 20 minutes, headset died again and same hdd issue. Ran some diagnostics and the system board, processor, HDD SMART check and HDD short dst all passed. What's wrong?

So I went to shutdown the pc so I could look at the PSU (because the cable is so short i have to disconnect it from the power to move it) and it wouldnt shut down for about 2 minutes after the video output went off. When i looked at the PSU nothing looked wrong.
