Just rounding out my build which currently has a 1TB Gen 4 NVME SSD for Windows and a 512MB Gen 3 NVME SSD for my Steam Library.
I need a big Drive (4TB) for video/photo storage - is it worth getting a cheap SATA SSD or will I notice no difference in access/read speeds if I stick with a traditional (and cheaper) 4TB 7200RPM HDD. It's used for serving videos to Plex on my TV and saving/editing personal photos.

Solution
simple media serving and storage does not need the extra speed of an ssd. so just go for one or more large mechanical hdd's. they are dirt cheap and can easily handle the load.

i like the WD blue's myself for this use but others may have differing opinions.

$65 for 4 tb right now is a heck of a deal :)

for that price get 2 and not have to worry about it for a long while!!
