[SOLVED] HDD starts spinning but no program is accessing it.

I have a hard drive which is quite loud, so when I don't use it (99% of the time) I would like it to stop spinning.
I have my power settings set up to do this, but the problem is that every few minutes it starts and stops spinning.

I assumed that something must be accessing the drive to read or write a file, so I was monitoring all disk activity with the 'Resource Monitor' tool from Windows10 and when the drive started spinning, nothing was listed for that drive!
So why would it wake up so often if nothing is accessing it?
