No matter how i tried to change all settings on windows, reinstalling windows on 7/8/10, with activation and without activating, the problem never go away, my PC absolutely aint physically damaged... the problem is about or HDD" unacess", or wrong Virtual Memory settings on BIOS which is cant be found in the BIOS options, there is also no Advanced Options in BIOS, when i bought, the PC was without OS but FreeDOS, and i just formatted and installed simply windows 8.1 for the very first time, and that problem never going away, it aint letting me work, play humanly. Always lags, stuttering everywhere, from clicking buttons to thrashing memory. everything on windows lags, sound, buttons, its something i dont know anymore... i got fed up with this. Doesnt matter what BIOS or Notebook model i have, the absolutely same problem was on my previous notebook which is too with Linux OS (which is currently not so linux, but same kind of DOS thing...) first time... I tell that i cant do anything from Windows, maybe need to reprogram BIOS manually, or need USB-Drive for some operations, and i cant do anything from BIOS settings itself! As i said, there is no Advanced Options like usual computers have... only absolutely useless very few settings...
PLEASE HELP!!!

This is just one more proof that these $50 you "saved" getting a laptop without Windows preinstalled were not worth saving... Most probably, your Windows setups come from shady sources, which might add to your troubles.

First thing to do is check with your laptop' manufacturer about BIOS update, then reset your BIOS settings to default. I don't know why you brag so much about missing "Advanced" settings, but there's nothing magical which will make your laptop twice as fast, and have twice as much memory.

Edit: ANd if you really go to update BIOS _ give it to someone who knows how to do it properly.

Ok, so what about HDD, is it depends with BIOS (to influence Virtual Memory)? Is there some settings about HDD (like limited access to files (write/read)) in BIOS options?

No, BIOS has no influence on things like that, OS is a sole owner of files and settings. In Windows, go to control Panel > System > Advanced system properties > Performance > Advanced and there you'll find "Virtual memory" where you can change place and size of Paging file.

No, it isn't working. Even if i disable some services like: SysMain(Superfetch), Windows Search. Nothing changes.
First time i bought laptop there was no OS but only FreeDOS, i think there is some wrong BIOS settings left for non-windows core... Now i can't even see Advanced options on BIOS :-(

I believe you will have to have someone that is a skilled computer user help you in person. Without seeing what you are seeing, I can't figure out what you are doing wrong.
