My PC don't recognize that HDD is attached.
I have a problem with HDD WD 4 TB Purple for video surveillance, I attach him externally via USB 2.0 and power and he begins to spinning and after that, he turns off spinning and I see him in disk mgmt
as a Disk 2 but I cannot him Initialize or anything else.
I have a video, so any help will be great. I think that spinning platters are good but I think that something else is off. I can send video to email or to share link on another place to see who think that can help.

If the hdd isn't hot plug compatible it could be having a issue initalizing at plug in. You may need to plug it in with the pc off and boot with it plugged in
 
A number of things can cause this. Video surveillance systems usually record in RAW mode. Whether or not the surveillance system "sees" the 4TB drive would then be dependent of the surveillance system software.

There are also a few reasons your system might see only 2TB.

One is the use of MBR rather than GPT formatting. MBR will only ever see 2TB.

Another is your OS. Windows XP will only ever see 2TB.
