HDD Weird Read/Write Speeds/ Lag spikes

I noticed that my HDD have lag spikes, and a test in HD Tune confirms it. I repeated the test 3 times, and this exact same pattern appears. Any idea what could be a reason for this inconsistent performance? https://imgur.com/eQEUN68

It could be from re-mapped secotrs. Post up a CrystalDiskInfo image, lets look at what SMART sees.
