HDD Wont Let PC Turn On

I have been having trouble lately with my new build. Couldn't get it on for what I thought were various reasons but seems to connect back to this now that I think about it. With everything that is supposed to be plugged in, my PC won't turn on. It Flickers on for about a second then immediately shuts off. But, it does start when I take out the power cables from the HDD and the SSD. I will turn on and will boot into the BIOS. I have tested the PSU and that works. I have tried 3 different cords and those work. And I have tried 4 HDD's and 1 SSD. Now, between the month that I haven't had a PC my HDD could have died. And I am okay with that. And the other 2 HDD's I tested I just had lying around. So they might be dead as well. But I tested one that I know works in another build and that didn't work. As well as I doubt my SSD died. So I am out of answers. Please Help.

Assuming drives (or at least some of them) are good, and PSU delivers power, two things left to check that could prevent boot: bad data cables and bad SATA ports on motherboard.

Well, I ended up getting ahold of another PC to test my drives in and actually all of them work. So it either the PSU or the cables and I really doubt it is the cables as I have used them before. Could the PSU really be failing out of the slot only?
