Hdd wont start in a laptop, but will star in a pc

I have bought a hdd called seagate constelatio 250gb and i tried putting it in my laptop, but it wont start spinning, so when i put it in my pc its started up spinning with no problems. What could be the problem here? Im thinking its about power, but then how do i lower it so my could uae it? I dont really care about performance i just want it to work

sorry that i didnt reply for so long, much stuff happened. I tried a sdd in my laptop and it worked fine without problems, i also had a bunch of hdds before and they all worked.
