So after doing a fresh install of windows I noticed that no apps want to downloaded to my D drive. I download and only the exe files get saved to the D drive, the actual app gets saved to my C drive. It has 0 percent usage as well. It's being recognized and there appears to be nothing wrong with it but it just won't work. Have tried different data cables as well.

Solution
Right click on a picture, word doc, or music file and then go to your D: drive, right click again and select Paste. Did the file get created?

I think I 'get' what you're saying and yes even if you install something to D:, there are still things that get installed to C: , Usually in your Users folder.
