My 2002 Seagate 7200rpm ATA100 hdd runs fine on 37MHz PCI at ATA100
speed.

Would it work fine on 37.5MHz PCI at ATA33 speed? There seems to be
dll errors at startup at ATA100 37.66MHz PCI speed, though that may be
because of the CPU.

I have to say no. Changing to ATA 33 will have no effect. Your PCI is too
much out of spec for you HD to handle. Mobo with PCI/AGP freq. lock would
fix your problem.

I run WD100 ATA100 HDDs with the pci bus at 38 and 39 MHz with no
problems.
