HDMI 1.4a question

Ok so I have a Dell Inspiron 7559 laptop which has a HDMI 1.4a port, and I was wondering if 1.4a supports 60hz (or more)? I know its a stupid question but I couldn't find anything online and I would like this confirmed before I buy a monitor.

Im planning on getting a 24in non widescreen 1080p monitor and I don't think my laptop can handle 4k at a stable fps, so 4k doesn't really matter for me. So can 1.4a output 1080p 60hz?

 
You would think this is an easy question to ask but every thing i find is talking about 3d or 4k. I suspect it can run at 60hz as its just not even mentioned. Given 1.4b adds 120hz 1080p to 3d I would have to think 1.4a can do 1080p at 60 (still no 100% proof though)
